The Cultural Exchange Lite layer is federated, not centralized. Provinces, museums, cultural associations, cultural institutions, partner marketplaces, and international cultural partners are invited to embed VIBRAX evidence reading inside their own institutional surfaces rather than rebuild it. Each federated participant inherits the broker frame; private listings and custodianship terms remain with the participant.
Lớp Cultural Exchange Lite là lớp liên định chế, không tập trung. Các tỉnh, bảo tàng, hiệp hội văn hóa, định chế văn hóa, sàn đối tác, và đối tác văn hóa quốc tế được mời gắn lớp đọc bằng chứng VIBRAX vào bề mặt thể chế của riêng họ.

A federated layer treats every participant as an institutional peer rather than a customer or vendor.
Federation is a deliberate choice: cultural-economy authority is distributed across many institutions, and the platform is built to reflect that. VIBRAX provides the evidence reading layer; the federated participant provides cultural authority, curatorial direction, and the relationship with their own public.

National museums, provincial museums, private museums — each curating consignment surfaces and reading companions anchored to their permanent or rotating collections.
