Cultural-economy surfaces are easy to misread. The broker framework keeps the role unambiguous for every participant.
VIBRAX participates as a facilitator and an evidence layer. Transfers, payments, appraisals, and legal effect remain with the parties and their chosen counsel. State IP authorities, copyright offices, and cultural-affairs ministries retain every authority they hold today; VIBRAX never replaces them.

Legal Appraiser

VIBRAX does not assess cultural value, market value, or authenticity. Appraisal is the work of qualified appraisers, museum specialists, and the buyer's chosen experts.
VIBRAX không thẩm định giá trị văn hóa, giá trị thị trường, hay tính xác thực. Việc thẩm định thuộc về các thẩm định viên, chuyên gia bảo tàng, và bên thẩm định do bên mua lựa chọn.

Ownership Authority
Cơ quan quyền sở hữu
VIBRAX records declarations and evidence; it does not adjudicate ownership. Disputes over title resolve through state authorities and the parties' chosen counsel.

State IP Authority

VIBRAX prepares dossier materials and supports submission. It does not file, register, or issue any state document. Cục Bản quyền Tác giả and Cục Sở hữu Trí tuệ retain every authority they hold today.

The platform does not run live auctions, does not hold funds, does not operate escrow, and does not introduce any on-chain or wallet-based primitive.

The framework reflects a deliberate institutional choice, not a technical limitation.
The platform could record more, expose more, or arbitrate more. It chooses not to. Cultural-economy authority belongs to cultural producers, consigning institutions, the buyer's chosen experts, and the state. VIBRAX prepares the evidence, frames the reading, and keeps the role explicit.
